http://psitau.kitunebi.com/experiment.htmlからhirapropパッケージをダウンロードし、美文書第7版233ページ記載の通りにコマンドをターミナルに入力しても二行目
“tlmgr pinning add tltexjp hiraprop”で

と出てインストールできません。sudo権限の有無も影響は無いようです。
OSX El capitanを使用しています。どなたかご教授願います。

美文書第 7 版を持っていないのでどのようなことが行われたかわかりませんが、レポートされている URL を見ると
http://texlive.texjp.org/current/ の下にある tltex はありませんね。似た tltexjp がありますので改変されたと推測できます。

おそらくKUROKIさんにご指摘いただいた通り、tltexjpの定義がうまくいかなかった結果、和田さんの言うように改変が起こったのでしょう。ありがとうございます。

美文書第7版233ページ下部記載の3行のコマンドのうち，1行目のコマンド（"tltexjp" の定義を行うコマンドです）が正しく実行・反映されていないのではないかと考えられます．もう一度1行目から実行するとどうなるか，試してご報告いただければと思います．

なお，tlmgr の機能でインストールする場合には，自分で何かをダウンロードしてくる必要はありません．傍注では，オリジナルの情報源として，齋藤さんのページを紹介したという体です．

ありがとうございます。tlmgrでインストールする場合は必要無いのですね。勉強不足でした。
ダウンロードしたhirapropパッケージを削除し、一行目
tlmgr repository add http://texlive.texjp.org/current/tltexjp tltexjp
を実行しましたが、以下のメッセージが出ました。
tlmgr: repository or its tag already defined, no action: http://texlive.texjp.org/current/tltexjp

tlmgr: An error has occurred. See above messages. Exiting.

その後、二行目

tlmgr pinning add tltex hiraprop

を実行しましたが、昨日と同じように

一度

tlmgr repository remove tltexjp

を実行してから，

tlmgr repository add http://texlive.texjp.org/current/tltexjp tltexjp

から順にもう一度実行するとどうでしょうか．

書き忘れていましたが、TeX Liveは美文書第7版第1刷のDVD-ROMからインストールしたものを使用しています。
