パソコンがWindows10 Home 64bitに変わりました。
TeX live 2016もダウンロードしました。
インストールもできていると思います。
プリアンブルが大分変わった様で次の様にしましたが、
CTRL+Tとタイプセットすると、

pdfTeXはpLaTeXではないことが原因ではないでしょうか。

Ctrl-Tでタイプセットされていらっしゃるので、TeXWorksをお使いなのだとした場合、
タイプセットメニューからpLaTeX(ptex2pdf)を選択してみてはいかがでしょうか

訳の分からないエラーメッセージが出ます。また、

漢字・ひらがなは1文字も使用していません。
最初の\documentclass[a4paper,12pt]{article}も

また、プリアンブルをMac Book Airの時のものに戻してもダメでした。

おそらく otf パッケージのバージョン番号を示されているのですね。

プリアンブルは aso aso h さん自身が好きに決めていいことで、誰か他の人が決めたり変えたりする
ものではありません。aso aso h さんが何をやりたいのか、という意志をはっきり持ってください。

おそらく、いろいろな誤解が重なっていると思います。
まずは新しい TeX Live 2016 を使えるようにするところから始めて下さい。

また、いま aso aso h さんが試していらっしゃるのは、otf パッケージのファイル「そのもの」を
コンパイルしようとしているようです。そうではなく、aso aso h さんご自身の文書に
\usepackage{otf}
と書いて「外から読み込む」のが正しいです。

TeX Live 2016 になっていません。非常に古い W32TeX が
残っています。

以下をフォルダごと一切消去して試し,うまく行かないようなら
TeX Live 2016 の再インストールをトライして下さい。
