1816JSTにリトライしてみました．
ターミナルの記録を添付しましたが，更新に失敗したもの（18個）は全て
/usr/local/texlive/2021/tlpkg/installer/wget/wget.universal-darwin: unrecognized option '--no-check-certificate'
：
TLPDB::_install_data: downloading did not succeed (download_file failed) for http://ftp.jaist.ac.jp/pub/CTAN/systems/texlive/tlnet/archive/arabtex.tar.xz
と出ています．
1840JSTにもう一度リトライしたところ，失敗した18個の更新は成功しました．
一方でCTAN mirrorの状況を
http://dante.ctan.org/mirmon/#jp
で確認すると，北陸先端/山形大/KDDIはいずれも「https:」になっています．
もしかしたら「http:」でリポジトリを設定したのも不味かったのかもしれません．
＃TeX wiki： https://texwiki.texjp.org/?TeX%20Live#tlnet も「http:」ですね
