Do you have installed Ghostscript?
Maybe dviout is trying to convert an eps to a pbm.
It looks like the conversion failed due to some
problems.

I think I ve installed the Ghostscript.
So you mean I need reinstrall the Ghostscript?
Maybe something wrong with the out-of-data version of Ghostscript?

It is possible that Ghostscript failed to convert
your eps. I attach a simple example:
test.zip which contains test.tex and test.eps
Try
latex test
dviout test
and see what happens.

It did not display "Cannot get C:\〜\〜.pbm" but there is a warning:Cannot find '# 1 c:\Users\~\~\New'
And when I want to convert it to PDF, the figure did not appear....

If you are using dviout in TeX Live, the setting
must be ok, so I don't know how to solve your problem.

If you have installed dviout yourself,
you have to set the full path for gswin32c.exe at
Options---> Setup parameters... ---> Graphic ---> gsx:
like
c:\gs\gs9.15\bin\gswin32c.exe

The option in test.tex was not appropriate for dvipdfmx,
since you are saying about dviout.
But in this special eps, where llx = lly = 0, the inclusion
of the eps in dvipdfmx is ok and
ptex2pdf -e -l test
creates a correct test.pdf here.
