なぜ無視されるのか、という点については、しっぽ愛好家さんの解説を読んでも
まだ飲み込めないでいるのですが・・・

私なんかは、こういった場合、もっと手抜きをして、figure 環境を下請けに使
う別の環境を定義するという解決策を使ってしまいます。\@xfloat の定義をコ
ピーして書換えるというのは、何となく大仰な気がしちゃうもので。

すでに入力されたソースがある場合には、\begin{figure}[\floatoption] と
それに対応する \end{figure} を置換しなければならないという面倒が
ありますが・・・

    \newenvironment{figurewithoption}{%
