platex, babel でハイフネーション

お世話になります。

platex でドイツ語のハイフネーションを試みていますが、なぜか、変です。
例えば、

\documentclass{article}
\usepackage[T1]{fontenc}
\usepackage[english,german]{babel}
\begin{document}
\selectlanguage{german}
\today
\end{document}
のようなファイルがあります。

latex では、
C:\usr>latex test

platex では、

フォーマットファイル生成時には
c:\usr\local\share\texmf\web2c fmtutil --byfmt latex でも
c:\usr\local\share\texmf\web2c fmtutil --byfmt latex でも
Local configuration file hyphen.cfg used
(c:/usr/local/share/texmf/tex/generic/babel/hyphen.cfg
(c:/usr/local/share/texmf/tex/generic/hyphen/ushyph1.tex)
(c:/usr/local/share/texmf/tex/generic/hyphen/ghyphen.tex))
が確認できるのです。

なぜ、platex のほうでドイツ語のハイフネーションが効いていないのか、
わかりません。

language.dat は
american ushyph1.tex
german   ghyphen.tex
こんな感じです。

ご教示いただければたいへんありがたいです。
