AmsLaTeX に含まれている amsthm パッケージで提供される
\newtheorem* コマンドを使うと、何となくそれらしいことが出来るようです。
でも、thmp に対する参照が機能してくれない・・・
単純なようでいて意外と難問なのかも・・・

\usepackage{amsthm}\relax
\newtheorem{thm}{定理}[section]
\newtheorem*{thmp}{定理~\thethm$\vphantom{0}'$}
