同じ環境で試してみましたが，全く問題なく取り込めました．

調べてみたところ，UTF-8 を含むものも以下のようにすれば大丈夫なはずです．

これでできた test.eps を

\documentclass[dvipdfmx]{jsarticle}
\usepackage{graphicx}

\includegraphics{test.eps}
\end{document}

という pLaTeX のソースで取り込んでみましたが，dvipdfmx も全く問題なく動いています．

$ dvipdfmx test
test.dvi -> test.pdf
[1]
144612 bytes written

なお，Ghostscript のバージョンは以下の通りです．

$ gs
