ググってみましたら、

という bigfoot.sty というパッケージの解説がヒットしました。
bigfoot.sty の feature として、

と書いてあって、確かに、

を latex で処理すると、分割された脚注も赤くなります。bigfoot.sty
は e-TeX を必要とするようです。いまどきの W32TeX の pTeX ならば
もしかするとうまく行くのかも知れませんが、私の手許の 2 年前の
eplatex ではうまく行きませんでした。

bigfoot.dtx をタイプセットした、489 行目以降の説明として、

> Ok, color handling is a nuisance, to say the least. Split footnotes need to close
> their color stack on the old page, and reopen it on the new one. So we record the
> color stack state at each time it changes in a marks register.

とあって、e-TeX の marks というレジスタを利用しているみたいです。

（bigfoot.dtx をタイプセットするには、manyfoot.sty や nccfoots.sty
が必要で、これらは CTAN: macros/latex/contrib/ncctools/ 以下
にありました）
