下のようなソースを latex→dvipdfmx で処理すると余計な線が出ました。
dvipdfm だと正常です。

\documentclass[a4paper]{article}
\usepackage[dvipdfm]{graphicx}
\begin{document}
This is an
\rotatebox{30}{\special{pn 11}%
  \special{pa 692 0}\special{pa 692 692}\special{fp}%
  \special{ar 0 0 692 692 0 7}}%

\rotatebox 部分の DVI コード(DTL 表記)は

special1 87 'ps: gsave currentpoint currentpoint translate 30 neg rotate neg exch neg exch translate'
[
special1 5 'pn 11'
special1 18 'ar 0 0 692 692 0 7'
]
special1 32 'ps: currentpoint grestore moveto'

です。これで直線が引かれるはずがないので、恐らくは
dvipdfmx のバグなのでしょう。
(結果の PDF の描画命令中にはしっかりと「余計な線」が入っています)

# 環境に依存するのは、dvipdfmx の版の違いでしょうかね...
