They have default values of \fill, so by default tables will be centered. つまり、[!h]とあるところは、[c]、[l]、[r]がくるべきで、これを省略すると中央寄せになる、という意味だと思います。左寄せにしたいなら[l]を指定すればいいのではないでしょうか。 外していたら、すいません。
