スタイルファイルが指定されているなら，その内容を改変しては駄目です。
示された Kiyou.sty にあった

\renewcommand{\thefootnote}{*\@arabic\c@footnote}%脚注の記号の定義

は，freejazz さんが加えたものでしょうか。

Kiyou.sty には手を加えず，プリアンブルで \maketitle を再定義すればどうでしょうか。
なお twocolumn.sty を用いているようですが，二段組にしたいのなら
\documentclass のオプションとして指定してください。
