原因がわかりました．
下記の頂いたソースをコンパイルすると，正しく，sectionも目次に表示されました．
したがって，私のソースの中に，問題があるとおもい，
あれこれ，コメントアウトしていたら，
\usepackage{fancybox}
という記述に原因があることがわかりました．
この記述を入れると，\sectionが目次に表示されなくなります．
ためしに，下記の記述にこの記述をいれても，\sectionが目次に表示されなくなります．
お試しください．とりあえず，\usepackage{fancybox}は使わないで，
書こうと思います．

\makeatletter
tocdepth = \the\c@tocdepth
