WinShellからのPDF変換ができない

　初歩的な質問で申し訳ありません．WinShellからdvipdfmxを起動させてPDF変換ができません（プリンター
がないのでdvioutからニコニコマークを押すやりかたはできません）．また，WinShellのtool1はdvipdfmxに
設定してあります．

\usepackage[dvipdfmx]

\begin{document}

\end{document}


　PDFTeXを押すと以下のようなエラーメッセージが出てしまいます．
