enumerate環境での文字サイズ変更時の副作用

こんにちは．
とある部分のenumerate 環境の文字サイズを，環境全体にわたって変更したくて，
下記のようなソースを記述しましたが，
項目2(最後から2番目の項目)のあとの縦方向の空白が大きめになり，
項目3(最後の項目)の行間隔が大きくなってしまいます．

条件を変えてみると，
・tiny, scriptsize, footnotesize, small のどれを指定しても同じことが起こる．
・itemize環境でも同じことが起こる．
・項目数を増減させても，つねに最後から2番目および最後の項目に現象が発生する．
ということもわかりました．

{\scriptsize \begin{enumerate}〜〜\end{enumerate} }
のように環境全体をつつんでやると解決することが判ったのですが，
なぜ，このような現象が発生するのか，教えていただけませんでしょうか．
あるいは，下記のような記述方法は良くないのでしょうか．
