jsarticle[twocolumn] の Underfull \vbox has occurred while...

[twocolumn]jsarticle に関してなのですが、これは常に
  Underfull \vbox (badness 10000) has occurred while \output is active
を吐き出すような仕様なのでしょうか。よくわからないのですが、
ページの上端・下端を揃えるという理由でこのようにしているのでしょうか。

jarticle では次のようになっており、
   \raggedbottom \if@twocolumn \twocolumn \sloppy \else 
     \onecolumn \fi
jsarticle では以下のようになっていると思います (\flushbottom)。
   \if@twocolumn \twocolumn \sloppy \flushbottom \else 
     \onecolumn \raggedbottom \fi

\@startsection 系の見出しの前空き・後空きが \z@ になっているのが影響
しているのでしょうか。
