示していただいたソースに本文を付け足した以下のソースでは、第２章（春の
安全の章）に含まれる \section はアステリスク型ばかりですが、6 ページ目、
7 ページ目のヘッダーには期待どおり「春の安全」が小口側に出力されています。
※  5 ページ目にはヘッダーは出力されていません。これは \chapter によって
    \thispagestyle{plain} が呼出されているからです。

お手許のソースではこれが出力されないということでしょうか？
それともこの出力は求めておられるものとは違うのでしょうか？
