私も同じエラーがでましたが、ドキュメントには、"the graphicx and hyperref 
packages need to be loaded after movie15." と書いてあったので、
\documentclass{jsarticle}
\usepackage{movie15}
\usepackage{graphicx}
\usepackage{hyperref}
\begin{document}
\section{日本語test}
\includemovie{10cm}{10cm}{/home/hoge/my_document/2004/Lectures/3m/slids/b.mpeg}
\end{document}
というようにmovie15の後に明示的にgraphicxとhyperrefを書くことによって、コンパ
イルが通るようになりました。

こちらの環境は、
VineLinux3.1 + tetex-2.0.2-0vl9 + ghostscript-7.07-0vl20
です。

# 私の環境のdvipdfmx (dvipdfmx-20040411-0vl2)のデフォはPDF-1.3です。
