「{}」の対応について

　初めまして今日は、Iranoan と申します。
　早速ですが、「{}」の対応について質問があります。

を用意しておいて、
tex sample0
と compile すると、

> Output written on sample0.dvi (1 page, 208 bytes).

閉じる括弧 (}) が無いのに compile でできてしまいます。
　この様に、「{」が余分に有っても Error にも、Warning にも成らないのですが、これは正しい動作なのでしょうか?
　元々は pLaTeX を使っていて、この余分な「{」が有ったために indent の量や画像の取り込み位置がおかしくなっていたのですが、Warning にも成らずなかなか原因が掴めなかったことがあります。

　最後になりましたがこちらの環境は、Windows98 で角藤さんによる package を使用しています。pLaTeX の詳細は、次の通りです。
