jsarticle.clsでは、
\renewcommand{\thesection}{\presectionname\@arabic\c@section\postsectionname}
と定義されています。
また、jarticle.clsでは、
\renewcommand{\thesection}{\@arabic\c@section}
です。

とすると、プリアンブルに置く場合は、次のようにすればいいでしょう。

\makeatletter
\renewcommand{\thesection}{\@arabic\c@section.}
\makeatother
