\flushbottom + \enlargethispage + \footnote でトラブル

随分前から気になっていることなのですが、\flushbottom を宣言したソースを 
pLaTeX で処理すると、\enlargethispage と \footnote を使用したページで、 
脚注領域の上方に引かれる横線が、本文の文字と重なってしまいます。 
 
角藤さんの TeX でも、浅山さんの TeX でも同じ症状がでますし、LaTeX では 
欧文版の TeX 上でも pTeX 上でも発生しない、といった点から、pLaTeX  
の不具合のように思えるのですが、それにしては、他で話題になっていない 
ようですし、長い間、修正されていないようです（私が最初に気づいたのは、 
DOS 上で動く浅山さんの TeX でのことでした）。 
 
ひょっとして私が何か間違っているのでしょうか？
