\def\eqqleftharpoondown{%

というところでしょうか．
（\eqqleftharpoondown が目的の記号になります．（以下同様））
%%% 必要があれば \makeatletter, \makeatother で囲んでください．

もっと手を抜くなら，amsmath パッケージを併用した状態で，
\def\eqqleftharpoondown{\underset\leftharpoondown=}
くらいにすることもできるでしょう．

ほんの少しだけ丁寧に定義するなら，\mathpalette を用いて次のようにできます．
\def\eqqleftharpoondown{%
   \mathrel{\mathpalette\@overeq\leftharpoondown}}
\def\@overeq#1#2{%
   \vtop{\m@th \lineskiplimit\maxdimen \lineskip\p@
      \ialign{\hfil$#1##$\hfil\cr=\cr#2\cr}}}
