explan クラスでは，\listoffigures や \listoftables は別途 stdtoc.sty で
定義されているようですね。

\documentclass{explan}
\usepackage{stdtoc}% stdtoc.sty を読み込む
\begin{document}
\tableofcontents
\listoffigures% 図目次
\listoftables%  表目次
% ...
\end{document}

として使われれば良いのだと思います。
