私が，古いバージョンを使用しているからかもしれませんが， 
\theglossary コマンドが doc.sty にしかありませんでした． 
あと，\printglossary で出力するようです． 
 
用語ファイルを作成するには，以下のコマンドでよろしいかと． 
makeindex -s gglo.ist -o glotest.gls glotest.glo 
 
\documentclass[10pt,a4paper]{jarticle} 
\usepackage{makeidx} 
\usepackage{doc} % theglossary の定義 
\makeindex 
\makeglossary 
\begin{document} 
test \index{test} 
glos \glossary{glos} 
\printindex 
\printglossary 
\end{document}
